2. Everyone can upload; just be sure to browse through the currently-available tags and use some logic in tagging your English-only, non-fiction-only uploads.
3. Please try to seed and upload a little bit, now and then. This site is a common good resource that only works if everyone contributes at least a little. Your uploads will encourage others to upload as well. There are no ratio requirements, but inactive accounts are occasionally purged.
